December of 1989, Santulan Elementary School was born with three-room structure in the shady compound of the Laiz family in Panghulo under the administration of Mrs. Norma G. Guillermo. It could be recalled that Santulan Elementary School was an annex school of Panghulo Elementary School.
Through the efforts and initiative of Mrs. Flor Pillen principal of PES I and Miss Lydia S. Oliveros, the former district supervisor of Malabon I a new site was acquired which become the permanent home of Santulan Elementary School. It is now occupying a 2,500 sq. meter lot at E. Martin St. Santulan, Malabon.
School year 1990-1991 is the birth year of Santulan Elementary school as an independent school with 12-room building with only 10 teachers, 448 pupils and a school head. Then at the middle of the year a two-room building was donated by the Philippines Chinese Chamber of Commerce through Mrs. Ng Siu Hua VDA de Co Kiong and family as donors.
Year 2014 when Ng Siu Hua VDA de Co Kiong and family renovated and upgraded the two-room building into two-story with four classroom building which was inaugurated and awarded last March 18, 2016 witnessed by Mayor Antolin Oreta Maria Luisa R. Jacaban .
Indeed Santulan Elementary School is growing and developing as an independent school.
